Energy Management Assistance Program
The Energy Management Assistance Program (EMAP) is designed to help Colorado K12 school districts improve building performance and comfort, and lower energy (and water) use and costs through a customized energy management plan. Renewable Energy and Energy Efficiency for Schools (REEES)
HB09-1312 created the Renewable Energy and Energy Efficiency for Schools (REEES) loan program administered by the Colorado Energy Office (CEO). The program was later amended by SB14-202. The program provides school districts with loans for renewable energy projects and energy efficiency projects if they are unable to secure private sector financing. To apply for a loan, a school district must receive approval from its board of education and have a team dedicated to the project. Applications are submitted to the CEO and must meet specific standards for the project facility. The CEO then recommends awards and loan amounts to the State Treasurer.
Pursuant to the passage of SB14-202, the State Board of Education has filed a notice of rulemaking to update the REEES rules. The rulemaking hearing on the Rules Governing the REEES program is set for November 12 at 2:30 p.m. Public comments on the rules governing the Renewable Energy and Energy Efiiciency for Schools loan program or questions can be sent to markel_c@cde.state.co.us.
Energy Performance Contracting may also be a viable option for schools.
