Clean Energy Finance Investigation Request for Information

The Colorado Energy Office (CEO) is gathering information on clean energy and decarbonization project development plans to determine how future funding and low-cost financing could enable those projects.
CEO has posted a new Request for Information to collect this information, which will help CEO:
- Compliment its resources by leveraging available federal financing opportunities,
- Integrate financing from other state-administered programs, and
- Gain a comprehensive understanding of clean energy and infrastructure market dynamics across the state.
A successful solicitation could unlock over $100 million in competitive financing opportunities for Colorado decarbonization projects, including industrial and geothermal energy initiatives.
Eligible Respondents
CEO is looking for input from a wide range of stakeholders, including small and large businesses, economic development organizations, local governments, universities or institutes of higher education, community organizations, financial institutions, public institutions, utilities, and energy infrastructure owners and developers.
Projects Plans
CEO is looking for feedback on structures that could support large projects financing, an aggregation of smaller size projects, and/or opportunities for collaborative projects. CEO will explore grants, tax credits, concessional loans, and other funding and financing opportunities as a result of this RFI.
How to Respond

If you are already registered as a user, sign in to your account and search for the keywords “Clean Energy Finance Investigation”
If you are not registered, select “View Published Solicitations" under the “What would you like to do?” toolbar, then enter “Clean Energy Finance Investigation” into the keyword search.

We encourage respondents to register before they submit their response, although registration is not required.
Webinars
CEO will host five informational webinars to provide respondents information on submitting their responses. These webinars will all present the same content and include time for a Q&A. Please email Tara Larwick at tara.larwick@state.co.us to register.

CEO is leading this effort with support from the Center for Public Enterprise (CPE), a housing and energy financing consultant, on the project development process for decarbonization projects. CEO and CPE are engaged with the U.S. Department of Energy’s Loan Program Office (LPO) to identify and pursue opportunities to secure federal financing for ambitious decarbonization projects.
