Gas Planning Pilot Community Request for Information
Background
Colorado Senate Bill 24-1370, Reduce Cost of Use of Natural Gas, establishes a process for local governments in Xcel Energy gas service territory to explore neighborhood-scale clean heat projects. By using alternative heat sources — such as geothermal, thermal energy networks, or electric heat pumps — these projects will reduce reliance on the natural gas system in new construction and/or existing neighborhoods, saving residents money and lowering building greenhouse gas emissions. These neighborhood-scale clean heat projects can occur in new or existing service areas.

Request for Information
The statute requires the Colorado Energy Office (CEO) to issue a request for information (RFI) to help:
- Identify eligible local governments that are interested in becoming a gas planning pilot community
- Define the minimum criteria a local government must meet to become a gas planning pilot community.
CEO must post a draft RFI for public review and written comment by November 1, 2024 and the final RFI by December 1, 2024.
By April 30, 2025, CEO and Xcel Energy will jointly file the results of the RFI with the Public Utilities Commission. In the filing, CEO and Xcel Energy may propose up to 5 potential pilot communities and will submit a draft of the agreement between the utility and each community, if applicable.
Public Comment on Draft RFI
CEO is currently accepting public comment on the draft RFI until November 1, 2024. Please submit comments via email to gov_ceo_policy@state.co.us. You may download and comment directly on the draft RFI and send it as an attachment or include your comments in the body of the email.
