Energy Code Adoption and Enforcement Grant
Funding to help municipal governments adopt and comply with minimum energy codes.
Funding Overview:
Eligibility: Local Governments
Amount: $2.84 million total
Program Length: July 2023 until funds are expended
Funding cycle: Quarterly; Current application round closes December 20, 2024
Meeting Colorado’s Building Energy Code Standards
Colorado sets standards to reduce energy usage based on the International Energy Conservation Code (IECC). The IECC is a global standard adopted by most of the United States that includes provisions for residential and commercial buildings. Because municipalities and local governments are required to adopt energy codes when they update their building codes, the Colorado Energy Office (CEO) offers funding to offset the cost of adoption of the IECC or an equivalent code, the state's model electric ready and solar ready code or an equivalent code, and the model low energy and carbon code (once published).

Eligible Projects
The Energy Code Adoption & Enforcement Grant Program supports the adoption, implementation, and enforcement of:
- The 2021 International Energy Conservation Code (IECC)
- Model Electric Ready and Solar Ready Code
- Model Low Energy and Low Carbon Code (once published)
- A different code that meets or exceeds the energy performance of the previously listed codes
Funding may be used to cover the cost of a variety of services, including:
- Technical consultants
- Cost, energy savings, and/or emissions reduction analyses
- Staff time
- Outreach and engagement activities
- Training and workforce development
- Compliance planning, review, and verification
- Improvements to the code enforcement process
- Pilots or planning of innovative enforcement and compliance tools
