Regional Transportation District Accountability Committee
RTD Accountability Committee
Established in SB25-161 Transit Reform, the Regional Transportation District (RTD) Accountability Committee evaluated and made recommendations to support RTD’s success as a transit agency. The legislation directed the committee to address agency governance, workforce retention and labor, accessible transit options (paratransit), and other topics as delineated in SB25-161. The committee met fall 2025 through early 2026 to develop a report with recommendations, which it will deliver to the legislature and governor by January 30, 2026. The committee’s work builds upon a previous RTD Accountability Committee's work.

Committee Members
The committee consists of 14 voting members appointed by the legislature and the governor, as well as one non-voting member appointed by RTD:
- Six voting members appointed by the Governor, including:
- Maria Garcia Berry - One member who is a former member of the district’s board of directors
- Matt Larsen - One member who is a current member of the district’s board of directors
- Four members who collectively have expertise in:
- Harold Dominguez - Local government within the district’s service area
- Alexis Senger - Financial planning and management
- Jackie Millet - Multimodal transportation
- James Flattum - Environmental organization
- Three voting members appointed by the president of the senate, including:
- Tobin Snook - One district service user who is 22 years or younger
- Two members who collectively have expertise in workforce development and transportation equity
- Renée M. Chacon
- Miller Hudson
- Andrew Iltis - One voting member with expertise in economic development, appointed by the senate minority leader
- Three voting members appointed by the speaker of the house of representatives, including:
- Jaime Lewis - Transit riders with disabilities
- Lance Longenbohn - A representative from the district’s transit workers labor organization
- Kiplund Kolkmeier - An expert in urban planning
- Matthew Groves - One voting member with expertise in public and transit worker safety, appointed by the minority leader of the house of representatives
- Julien Bouquet - One ex officio nonvoting member who is a current member of the board of directors of the district, appointed by the board of directors of the district.
