Regional Transportation District Accountability Committee

RTD Accountability Committee

Established in SB25-161 Transit Reform, the Regional Transportation District (RTD) Accountability Committee will evaluate and make recommendations to ensure RTD’s success as a transit agency.  The committee will address agency governance, workforce retention and labor, accessible transit options (paratransit), and other topics. The committee will meet this fall to develop a report with recommendations, which it will deliver to the legislature and governor by January 30, 2026. The committee’s work will build upon a previous RTD Accountability Committee work.

Committee Members

The committee will consist of 14 voting members appointed by the legislature and the governor, as well as one non-voting member appointed by RTD no later than August 1, 2025. The committee must include members who collectively meet the following criteria:
 

  • Six voting members appointed by the Governor, including:
    • One member who is a former member of the district’s board of directors
    • One member who is a current member of the district’s board of directors
    • Four members who collectively have expertise in:
      • Local government within the district’s service area
      • Financial planning and management
      • Multimodal transportation
      • Environmental organization
  • Three voting members appointed by the president of the senate, including:
    • One district service user who is 22 years or younger
    • Two members who collectively have expertise in workforce development and transportation equity

  • One voting member with expertise in economic development, appointed by the senate minority leader
  • Three voting members appointed by the speaker of the house of representatives, including:
    • Transit riders with disabilities
    • A representative from the district’s transit workers labor organization
    • An expert in urban planning
  • One voting member with expertise in public and transit worker safety, appointed by the minority leader of the house of representatives
  • One ex officio nonvoting member who is a current member of the board of directors of the district, appointed by the board of directors of the district.
