Thanks to the passage of SB22-193, CEO will continue the Can Do Colorado e-bike Pilot Program by implementing a full-scale version of the program. Grants are available to non-profit organizations, local governments, tribal governments, and other community-based organizations to create e-bike programs that give e-bikes to low- and moderate-income Coloradans.
The Grant Program provides funding for the development and implementation of e-bike deployment projects in communities across the state that will:
- Increase access to e-bikes for income-qualified individuals while maximizing air quality benefits and greenhouse gas (GHG) emissions reductions
- Close a gap rather than compete with established programs
- Represent the geographic diversity of Colorado communities
- Ensure viability beyond the term of this project
In Fiscal Year 2023, CEO funded eight projects in Colorado:

- eBikeThere Garfield County, Clean Energy Economy for the Region (CLEER)
- Cortez 55+, Four Corners Office for Resource Efficiency (4CORE)

Fiscal Year 2024 Request for Applications (RFA)
Application process
CEO is administering this Request for Applications (RFA) in two phases. In phase one, applicants will be required to submit a concept paper that provides a high-level summary of the proposed project. Applicants whose concept papers demonstrate a thorough understanding of the Program’s objectives and a well-designed deployment model to increase access to e-bikes for income-qualified individuals will be invited to submit a full project proposal. Applicants that submit full proposals are eligible for up to 10 hours of technical support.
Technical Support
Applicants that are invited to submit a full proposal can request up to 10 hours of technical support to assist in developing the full proposal. As part of the technical support, applicants can request a review of their concept paper, up to three one-hour meetings with our technical support coach, and one review of their draft proposal. Our technical support coach may provide verbal feedback, but will not provide written feedback, conduct research, or help prepare proposals.
