Building Decarbonization Enterprise Fund

Helping building owners achieve their emission reduction goals.

The Building Decarbonization Enterprise supports building owners in achieving compliance with building performance standards to meet Colorado’s climate goals. The enterprise was established in 2025 through HB25-1269 “Building Decarbonization Measures.” The enterprise provides technical and financial support to covered building owners in order to support decarbonization in the built environment, which is among the top five leading sources of emissions in Colorado.

The enterprise will collect a $400 annual fee for each building covered by the Building Performance Colorado (BPC) program. This enterprise may provide a variety of support including funding for building energy audits, technical advice for building owners/operators, software upgrades to effectively track energy use, and more. Funds will be appropriated through a board made up of nine representatives from residential and commercial buildings, local governments, and utilities, as well as building subject matter experts. Board members will serve initial terms between 2-3 years.

The first Board meeting is September 9, 10:30 AM MT.
