E-Cargo Bike Grant Program

The E-Cargo Bike Grant Program provides funding for the development and implementation of e-bike deployment projects in communities across the state, with the goal of:

  • Shifting short- and medium-length vehicle trips to e-cargo bike trips;
  • Maximizing air quality benefits and greenhouse gas (GHG) emissions reductions;
  • Piloting innovative delivery solutions; and
  • Representing the geographic diversity of Colorado communities.

The Community Access Enterprise (CAE), in partnership with Colorado Energy Office (CEO), is soliciting proposals for projects that will replace commercial delivery vehicles and/or fleet vehicles with electric cargo (e-cargo) bikes. Programs eligible to receive grant funding must follow one of these models:

Commercial Delivery: Businesses using e-cargo bikes to make commercial deliveries. Businesses can purchase as few as one e-cargo bike for this project. Examples include, but are not limited to: parcel delivery for commercial and residential buildings, grocery delivery, institutional wholesale deliveries, retail logistics delivery, and on demand delivery services.

Public Shared e-cargo Bikes: Project creates or expands a public shared e-bike program that includes e-cargo bikes. This could include public e-cargo bike rental hubs or an e-cargo bike library.

Gig Economy Delivery Services: Project provides e-cargo bikes to low-income individuals in the gig economy, where e-cargo bikes are used to make deliveries through a delivery app services (e.g. Door Dash, Postmates, Instacart, etc.)

E-cargo Bike Fleet: Private or public entities using e-cargo bikes for business purposes other than deliveries, such as to carry equipment and tools needed to complete the job tasks. Examples include, but are not limited to: law enforcement patrol, maintenance technicians, telecom engineers, and compost collections.

How to Apply

For the RFA described below, Colorado Energy Office is looking to make small grant awards for projects that include the purchase of one to three (1-3) e-cargo bikes.

Applications are accepted on a rolling basis through October 31, 2024.  Please submit applications via email to sarah.thorne@state.co.us.
