The Colorado Energy Office (CEO) and ICLEI USA are excited to announce a funding opportunity for Colorado cities, counties, towns, and state-recognized tribes through the federal Energy Efficiency and Conservation Block Grant (EECBG) program. Funding will be available to help eligible applicants increase staff capacity and foster regional collaboration to advance local clean energy and sustainability programs.
Applications for this program are now open until August 9, 2024 at 5:00 PM MT. We strongly encourage applicants to partner with other local governments and apply together to maximize the impact of program funding. CEO and ICLEI will prioritize funding for Justice40 communities and communities that did not receive the U.S. Department of Energy EECBG Program Formula grant.
Awardees will also benefit from ICLEI’s technical assistance and access to networking opportunities with other grant recipients.
We are also conducting a survey to help us better understand local and Tribal government needs, which will inform how we award funds. The survey will be open until June 24.

Additionally, EECBG Program Blueprints from the Department of Energy are model projects and programs designed to help local and tribal governments achieve high impact results with limited grant dollars. Blueprints offer ideas in energy efficiency, renewable energy, transportation electrification, clean energy finance, and workforce development. Each blueprint describes the benefits of various project types and highlights resources to help execute the project. The Department of Energy offers ongoing webinars and cohorts for local governments to amplify the impact and reach of EECBG Program projects.
