EV Fast-Charging Plazas

The Colorado Energy Office's Electric Vehicle Fast-Charging Plazas Program is designed to increase access to high-speed charging at Denver International Airport (DEN), as well as metro areas for public users and high-mileage fleets like Transportation Network Companies (TNCs). In addition to DEN, CEO anticipates that proposed plaza locations will be in and around downtown areas, near high density housing and commercial developments, near transit hubs, and in locations where there is a high density of TNC/fleet EV drivers living. Proposed locations must take into account proximity of existing and planned DCFC locations and the potential for high utilization. The result will be more strategic deployment of high-speed charging infrastructure needed by drivers without regular access to home or workplace charging or in need of quick, opportunity-based charging. 

While CEO expects most proposed plazas will be in the Denver– Aurora– Lakewood- Boulder Metropolitan Statistical Area, CEO will also consider applications for plazas outside this metro area that meet the program criteria in communities such as Pueblo, Colorado Springs, and Fort Collins. Awarded applicants will enter into a contract with CEO for the construction term plus five years of continuous plaza operation.

This opportunity is distinct from Charge Ahead Colorado as it expands requirements associated with planning, design and operation. The result will be more strategic deployment of high-speed charging infrastructure needed by drivers without regular access to home or workplace charging or in need of quick, opportunity-based charging. Awarded applicants will enter into a contract with CEO for the construction term plus five years of continuous plaza operation.

Round One Award Decisions

CEO administered the first application period in the summer of 2020 is pleased to announce our Grant Award Decisions.  Due to new program developments at Denver International Airport (DEN) since Round One, CEO made the decision not to issue an award for the Cell Phone Waiting Lot during this application period. CEO will accept applications for DEN during the second application period. 

Round Two Request for Applications (RFA) Now Open! 

CEO is currently accepting applications for the second application period through April 16, 2021 at 5:00pm MT. CEO has identified two specific locations for Plazas during the this application period: 

  • DEN Cell Phone Waiting Lot (For the general public, no formal commercial fleet access)
  • DEN Commercial Holding Lot (exclusive to commercial transportation companies such as Transportation Network Companies (TNCs), taxis, and shuttles) 

Applicants applying for DEN must apply for both plazas and submit a single application for DEN. Applicants may also submit a separate application for non-DEN Plazas.
