Large Building Decarbonization Showcase Grant Program
Funding Overview:
Type: Reimbursement grant
Eligibility: Buildings covered under Building Performance Colorado (See Eligible Applicants for details)
Amount: $500,000 - $2m per award; 50-65% of the implementation costs with a cap of $2m and 50% of planning costs with a cap of $50,000 per award
Match: Award amounts will cover up to 35-50% of submitted eligible project costs
Application Rounds: The RFA will be available September 15, 2025 with applications accepted from September 30 - November 3, 2025 at 11:59PM. At least one additional round for implementation-only projects is expected to open in Summer 2026.
Background
Funding under the Large Building Decarbonization (LBD) Showcase Grant will be designed to resource, accelerate, and share example solutions that cost-effectively reduce large commercial building emissions. This program will distribute $35 million to achieve emissions reductions in large buildings by funding projects that are able to achieve compliance with their Building Performance Colorado (BPC) emissions reduction target before their deadline or reduce emissions beyond their selected target. Funding for this program comes from a Climate Pollution Reduction Grant (CPRG) implementation grant awarded to CEO in July 2024 from the U.S. Environmental Protection Agency.
Round 1 of the LBD Showcase will be selected to maximize the emissions reduction potential and cost-effectiveness of measures. The selection of awardees will prioritize projects that are able to demonstrate a high level of readiness and leverage a significant amount of funding.

Webinar and Office Hours
Two webinars will be held following the release of the RFA and prior to accepting applications to answer any questions and collect feedback from potential applicants. These webinars will take place from 11:30 AM MT - 12:30 PM MT and will be recorded.

Office hours will be held weekly on Monday during the funding round from 11:30 AM MT - 12:30 PM MT beginning October 6, with the final office hour being held October 27.
Eligible Applicants
Eligible applicants for the LBD Showcase include buildings that
- Are considered covered buildings under BPC
- Are compliance with the most recent year’s fees and benchmarking requirements
- Select, or plan to select, the Greenhouse Gas Intensity (GHGI) Target and pathway
- Have the ability to achieve the selected GHGI target ahead of the 2030 deadline or exceed the target reduction.
- Leverage significant cost match (50-65%)
Note: Building owners that have applied for and received non-covered building status will not be eligible to apply for LBD Showcase funding.
Eligible Projects
Applicants can request funding for planning costs, implementation costs, or a combination of both.
Planning Costs:
Eligible planning costs may include but are not limited to:
- Electrical design and planning
- Mechanical design and planning
- Energy audit that is at minimum an ASHRAE Level 2
All final design documents will be required at the completion of the planning phase before moving onto the implementation phase.
Implementation Costs:
Eligible implementation costs may include but are not limited to:
- The electrification of fossil fuel based heating and water heating systems.
- The installation of high efficiency electric equipment for HVAC and heating systems.
- Installation of efficiency or electrification upgrades as identified in the completed emissions reduction assessment (see Additional Resources below).
- The installation of innovative building technologies that result in an improved EUI and a decrease in the usage of fossil fuels.
A commissioning report for installed equipment will be required at the completion of the project.
