What is the status of the Colorado Solar for All Funding?

The Colorado Solar for All (COS4A) Program is temporarily on hold due to recent developments at the federal level.

In August 2025, the U.S. Environmental Protection Agency abruptly terminated the national Solar for All grant program. On October 16, 2025, Colorado Attorney General Phil Weiser joined a multistate lawsuit against EPA to recover the funds and force reinstatement of the program. Unfortunately, the Colorado Energy Office (CEO) cannot move forward with major procurement, installation, or staffing commitments tied to COS4A until the legal and funding uncertainties are resolved.

How will Solar for All be implemented in Colorado?

Colorado Solar for All will fund single family rooftop, multi-family rooftop, and community solar to benefit low-income households across the state. CEO will work with competitively selected project partners to administer the program. 

Funding structures will include no cost solar programs (fully subsidized grants), low interest programs (low-interest revolving loans), and dollar per watt funding structures. This approach balances serving the highest energy burdened residents, maximizing resident cost savings and emissions reductions, and accelerating the market transformation potential of such a large scale program. CEO is currently developing the details for these programs.

Who is eligible to participate in the Solar for All Program?

Income eligibility for all COS4A programs, per EPA guidelines, are the following:

  • 80% of Area Median Income (AMI), or
  • 200% of the Federal Poverty Level (FPL)

Applications are not open for residents at this time. CEO is developing the formal application process and will make a public announcement when applications open.
