What is the status of the Colorado Solar for All Funding?
As has been widely reported in the media, the U.S. Environmental Protection Agency (EPA) has notified the Colorado Energy Office (CEO) and other recipients of Solar For All funding of their intent to terminate the program. The Energy Office is actively disputing this termination.
Why is the Colorado Energy Office releasing an RFA while the status of funding for Solar For All is in dispute?
The process to resolve the dispute of Solar For All funding is likely to take some months. At the same time, the process to select potential partners through a Request for Application (RFA) will also take several months. CEO does not wish to lose momentum on this important program while it disputes EPA’s termination notice, especially given a deadline to spend funds by August 31, 2029.
How will Solar for All be implemented in Colorado?
Colorado Solar for All will fund single family rooftop, multi-family rooftop, and community solar to benefit low-income households across the state. CEO will work with competitively selected project partners to administer the program.
Funding structures will likely include no cost solar programs (fully subsidized grants) , low interest programs (low-interest revolving loans), and dollar per watt funding structures. This approach balances serving the highest energy burdened residents, maximizing resident cost savings and emissions reductions, and accelerating the market transformation potential of such a large scale program. CEO is currently developing the details for these programs.
Who is eligible to participate in the Solar for All Program?
Income eligibility for all COS4A programs, per EPA guidelines, are the following:
- 80% of Area Median Income (AMI), or
- 200% of the Federal Poverty Level (FPL)
When does the program start?
The Colorado Solar for All program has not yet launched. We will launch grant applications for providers in phases starting later in 2025.

How do I apply for the Solar for All Program?
CEO is developing the formal application process and will make a public announcement when the application opens. This information will also be updated on the COS4A webpage.
How do solar installers participate?
CEO is developing the program now and will issue a competitive RFA seeking qualified partners to assist with administering the program. Solar installers will play an important role in the Solar for All program, which is designed to lower utility costs for low-income households through adoption of solar power.
