Colorado’s E-Bike Rebates

We’re making e-bikes affordable for all Coloradans

Electric bicycles (e-bikes) are a safe, reliable, and quick method of transportation that can reduce many short vehicle trips. E-bikes also support individuals with medical conditions or mobility issues. With e-bikes, we can reduce our emissions and reach our destinations with speed and ease.

Colorado’s statewide e-bike rebate is available to low- and moderate-income residents. Rebates will cover part of the upfront cost of an e-bike at the time of purchase from a qualified retailer. 

The final application period ended at 4:00 PM MT on Monday, September 23, 2024.

Residents who receive an e-bike rebate must buy a new e-bike from a participating bike retailer. The e-bike must be for use by the e-bike applicant and not for resale. Rebates are not retroactive to past purchases.

Eligible Applicants

To be eligible for an e-bike rebate, you must be:

• A resident of the State of Colorado
• 18 years of age or older
• Income-qualified

Please note: proof of a Colorado address is required. All documents must be dated within one year of application. Acceptable proof of address documents include:

• Current valid Colorado Driver’s License or ID
• Computer-generated bill (utility, credit card, doctor, hospital, etc.)
• Printed bank statement
• Pre-printed pay stub (from a period within the last 3 months)
• First-class mail (from a government agency or court)
• Current homeowner's, renter's, or motor vehicle insurance policy
• Mortgage, lease, or rental contract
• Transcript or report card from an accredited school
• Motor vehicle registration
• USPS Change of Address Form CNL107
• DD Form 214

Individuals who are unable to provide any of these documents to verify physical State of Colorado address may be eligible to provide alternative documents. If you are unhoused in Colorado and receiving services from a government agency or non-profit organization, a dated letter on the organization's letterhead stating your situation may be accepted in place of one of the above documents.

To meet the income-qualifications for the low-income rebate, your household income needs to be below 80% of the area median income (AMI). For the moderate-income rebate, your household income needs to be between 80% - 100% of the area median income (AMI). For example:

• Low-income: You live in Eagle County. There are 3 people in your household. Your household income would need to be below $93,680 to be eligible for the low-income rebate.
• Moderate-income: You live in Eagle County. There are 3 people in your household. Your household income would need to be above $93,680 (80% AMI) but below $106,500 to be eligible for the moderate-income rebate.

All proof of income documents must be dated within one year of application. 
 

Applicants must submit one of the following from the list of approved documents below:

• First page of your 2023 Federal tax form 1040 (Line 11 – Adjusted Gross Income is used)
• Proof of enrollment in any one of the following programs:
• Social Security Disability Insurance (SSDI)  
• Supplemental Security Income (SSI)
• If Social Security is the only source of income and individual is not required to file taxes, use form SSA-1099
• State of Colorado Low-Income-Energy Assistance Program (LEAP)
• Colorado’s Weather Assistance Program (WAP)
• Xcel Energy’s Income Qualified DSM Programs (Line 11 – Adjusted Gross Income is used)
• Xcel Income-Qualified Community Solar Garden Program
• Supplemental Nutrition Assistance Program (SNAP)
• Temporary Assistance for Needy Families (TANF)
• Medicaid

Residents of Denver, Boulder, Durango, Mount Crested Butte, Town of Eagle, and Town of Basalt are eligible to apply for the Statewide e-bike rebate program; however, they may not combine e-bike rebates from the State with those from their local jurisdiction on a single e-bike purchase. 

E-Bike Eligibility

Rebate recipients may redeem a rebate for the purchase of a standard e-bike that meets the following criteria:

• Any class of e-bike (per the State of Colorado e-bike definition). Includes an electrical assisted bicycle with a motor that provides assistance:
  • Class 1: only when the rider is pedaling and ceases to provide assistance when the bicycle reaches a speed of 20 mph.
  • Class 2: regardless of whether the rider is pedaling but ceases to provide assistance when the bicycle reaches a speed of 20 mph.
  • Class 3: only when the rider is pedaling and ceases to provide assistance when the bicycle reaches a speed of 28 mph.
• Has two or three wheels and fully operable pedals
• Electric motor is 750 watts or less; may not be gasoline-powered
• Full-suspension mountain bikes are not eligible for this rebate
• Maximum purchase price of $5,000

E-Cargo Bike Eligibility

E-cargo bikes must meet all of the following criteria:

• Designed to carry one or more passengers in addition to the rider or designed to carry heavier or bulkier loads than a traditional bicycle can carry
• Has an extended frame (long tail, long john, Bakfiet, or box bike)
• Extended frame has a published cargo load carrying capacity of at least 100 lbs.
• Maximum purchase price of $8,500

Adaptive E-Bike Eligibility

Adaptive e-bikes are electric bicycles that make cycling and riding a bike easier for the rider based on their individual and specific mobility needs and are for individuals unable to ride a standard e-bike. An adaptive e-bike may:

• Have two or three wheels
• Be a recumbent style e-bike
• Be a standard e-bike that requires modifications

It is important to consider that not every retailer sells adaptive e-bikes and adaptive e-bikes can be significantly more expensive than standard e-bikes. There is no minimum purchase price; maximum purchase price of $8,500.
 

How It Works

Point-of-sale rebates are only available to those who complete a rebate application. E-bikes must be purchased after receiving a rebate; they are not retroactive to past purchases.  

The last application period closed on Monday, September 23, 2024 at 4:00 PM MT.
Eligible Colorado residents can receive the following incentive amounts for a qualified e-bike purchase. The rebate cannot cover sales tax or bike assembly. Sales tax is calculated on the actual retail price, not the discounted price after the rebate is applied. 

Apply for an e-bike rebate through the online application portal.
Select which type of rebate (standard, e-cargo, adaptive) when you apply.

CEO will randomly select applicants 
to receive a rebate and notify them via email

If selected, upload the required proof 
of residency and income eligibility within 48 hours.

Redeem the rebate 
at a participating retailer within sixty calendar days.

Additional Resources

The State of Colorado also offers e-bike tax credit discounts of $450 per qualified e-bike purchase at a participating retailer. Residents may combine the state e-bike rebate with the state tax credit as long as the retailer is registered as a participating retailer for both programs.
