Grant funding for community-led e-mobility projects.
Funding Overview
Type: Grant
For: Local and Tribal Governments; Nonprofit and Community-based Organizations; Schools, School Districts, and Universities
Amount: Up to a $75,000 grant per project for Technical Readiness Planning grants; Up to a $1,000,000 grant per project for Implementation grants
Match: Minimum 5%
Application rounds: 1-2 rounds for each phase annually
The Community Access Enterprise (CAE), in partnership with the Colorado Energy Office (CEO), requests grant applications for community-led mobility programs. To receive funding, proposed programs must meet unique community needs and include an electric mobility (e-mobility) component(s). Electric mobility refers to any type of transportation that relies partially or completely on electricity to power it.
The Community Accelerated Mobility Project (CAMP) offers two phases of grant funding:
- Technical Readiness Planning Phase
- Implementation Phase
A Technical Readiness Planning Phase grant is not required to apply for Implementation Phase funding. A Technical Readiness Planning Phase award also does not guarantee an Implementation Phase award.

CAE and CEO anticipate annual funding rounds for both CAMP phase grants to continue as part of CAE’s Ten-Year Plan.

Eligible Applicants
The following entities are eligible to apply for CAMP grant funding:
- Local, county, and Tribal Governments
- Community-based organizations (CBOs)
- Nonprofit organizations
- Schools, school districts, and universities
Note: CAE and CEO allow and encourage partnerships with other entities, including in the private and public sectors.
Eligible Projects
Technical Readiness Planning Phase grants may help cover the costs of community e-mobility planning projects, including community stakeholder engagement, research, and plan creation.
Implementation Phase grants may help cover the costs of community e-mobility project implementations, including capital procurement and operations.

CAE and CEO are currently accepting applications for the Technical Readiness Planning Phase until 5:00 PM MT on October 24, 2025.

Responses will be available on this webpage in early October 2025. Applicants are responsible for checking this webpage for updates.
