Background

The Colorado Energy Office designed the Colorado Solar for All Single Family 100% Subsidy Program (SF100) to provide solar at no cost to participating households, with full ownership transferred upon installation. The program allows weatherization providers to apply for grant funding as subrecipients. Weatherization providers will be responsible for client intake, eligibility verification, and managing solar system installations—either directly or through qualified subcontractors.

A total of $18.7 million is available to support SF100, which aims to install rooftop solar systems on approximately 976 low-income homes across Colorado’s 64 counties, grouped into 9 regions. Multiple awards may be made per region and multiple regions may be made as part of one award.

Eligible Applicants 

Public and nonprofit weatherization providers:

  • Nonprofit organizations
  • Local Governments
  • Council of Governments

A weatherization provider is considered a local government, council of government, or nonprofit organization that installs comprehensive energy-efficiency measures based on an energy audit or assessment. Measures must include DOE cold-climate priority list items such as health and safety improvements, LED lighting for frequently used fixtures, air and duct sealing, and insulation where applicable.

Use of Funds

Awardees may use these funds for:

  • Direct subrecipient personnel and fringe costs demonstrating administrative capacity to manage the grant
  • Subrecipient transportation costs for monitoring solar contractors and participating households
  • Subrecipient supplies and materials needed to support program administration and installation
  • Solar subcontractor costs for installation, permitting and related expenses
  • Indirect costs

COS4A Compliance Requirements for Subrecipients

A COS4A subrecipient is any entity that receives a grant from the Colorado Energy Office to carry out a portion of the work under the Federal award. All selected subrecipients are expected to comply with the following requirements:

Current Status

The Colorado Energy Office is actively disputing the attempted termination of the Solar for All Program by the U.S. Environmental Protection Agency. Due to the resulting delays, CEO has placed the Single Family 100% Subsidy Program (SF100) on hold and closed the RFA until further notice. All submitted files will be retained, and applicants will be contacted if circumstances change. Updates will be posted here as they become available.
