Building Decarbonization Enterprise Fund
Helping covered building owners achieve their emission reduction goals.
The Building Decarbonization Enterprise (BDE) was established in 2025 through HB25-1269 “Building Decarbonization Measures.” The enterprise provides technical and financial support to covered building owners in order to support decarbonization in the built environment, which is among the top five leading sources of emissions in Colorado. Resources may include funding for building energy audits, technical advice for building owners/operators, software upgrades to effectively track energy use.
Funds will be appropriated through a board made up of nine representatives from residential and commercial buildings, local governments, and utilities, as well as building subject matter experts. Board members will serve initial terms between 2-3 years.

Fee Information
Covered buildings under Building Performance Colorado (BPC) must pay a $400 Building Decarbonization Enterprise fee by November 1, 2025. The Colorado Energy Office will accept payment on behalf of the BDE starting October 1, 2025. This is an annual fee per covered building and is subject to increase due to inflation, as calculated by the Department of Revenue.

Board meetings
The next Board meeting will be a proposed rulemaking hearing on the Building Decarbonization Fee described under HB25-1269 on January 13, 2026 at 9:00 AM MT. We will post the agenda for the meeting at least 7 days prior to the hearing.
