Learn how to join the contractor network

The Colorado Home Energy Rebate Program will provide rebates to eligible Coloradans for high-efficiency electric appliances and whole-home energy efficiency upgrades. These rebates will lower upfront costs for projects that reduce energy use and make homes healthier and more comfortable. The Colorado Energy Office (CEO) will issue rebates through registered program contractors. These registered contractors will pass the rebate savings on as discounts to households and multifamily building owners and operators. CEO will offer two rebate programs:

  • Home Electrification and Appliance Rebates (HEAR) will support high-efficiency electric appliances and other upgrades. HEAR rebates will become available to single-family households through registered contractors starting mid-November 2025. Rebates for small multifamily buildings will be available in early 2026.
  • Home Efficiency Rebates (HER) will support whole-home energy efficiency improvements. These rebates will be available to manufactured/mobile homes and large multifamily buildings in early 2026.

Rebate type and amounts will depend on home type, household income level, installed improvements, and/or expected energy savings.

How It Will Work

CEO anticipates launching both the HEAR and HER programs in stages. When the programs begin, you will need to work with a registered program contractor to confirm which rebates are best for you. Please carefully review the program steps and requirements so you are ready when applications open later this year.

Step 1: 
Check Eligibility.

Your eligibility and rebate amount will depend on your type of home and household income level. If you are a tenant/renter applying for rebates yourself (rather than through your property owner), you will need to get written permission to participate from your property owner. See the ‘Which Option is Right for You?’ section for more information.

Step 2: 
Contact a registered program contractor.

 A registered contractor will help you confirm eligibility, decide what upgrades your home or building needs, such as better insulation or new appliances, and guide you through the application process. A list of registered contractors will be available on this webpage soon.

Step 3: 
Apply for your household.

 While you wait for your contractor to complete your home assessment, fill out your household application on the online portal to verify your income level for eligibility.

Step 4: 
Complete a home assessment and select upgrades.

During the assessment, your registered contractor will examine your home and explore ways to make it more energy efficient. Together, you will decide which upgrades are best for your home and family.

Step 5: 
Install improvements.

Your contractor will submit the proposed upgrades for approval on the online portal. Once approved, your contractor will install the upgrades and subtract the rebate amount from your qualified project cost.

Benefit!

Enjoy your new home improvements and feel good that you saved money and improved the comfort and health of your home.

Opportunities for Single-Family Homes and Small Multifamily Buildings

The HEAR Program will be available to low- and moderate-income households for high-efficiency electric appliances and other upgrades in a single-family home, apartment, condo, or manufactured/mobile home. Owners and operators of multifamily buildings smaller than 50,000 square feet may also qualify for per-unit HEAR rebates. Rebate amounts will be based on your household income relative to your county's Area Median Income (AMI).

For multifamily building owners/operators, at least 50% of the households in the building must meet the income requirements to qualify.

Additional Opportunities for Manufactured / Mobile Homes

In addition to the above opportunities, the HER Program will be available to households living in a manufactured/mobile home (see What Counts as a Mobile Home) for whole-home energy efficiency improvements. Rebate amounts will be based on your household income relative to your county's Area Median Income (AMI) and expected energy savings.

Opportunities for Large Multifamily Buildings

The HER Program will be available to owners and operators of multifamily buildings 50,000 square feet or larger for whole-building energy efficiency improvements. Rebate amounts will be based on the tenants’ household incomes relative to their county's Area Median Income (AMI) and expected energy savings.

Verifying Program Eligibility

To qualify for the rebate program, you must reside in an existing home (new construction is ineligible) in Colorado for at least half of the year.

If you think you or your building may qualify for HEAR and/or HER, your next step is to reach out to a registered program contractor and schedule a home assessment. A list of registered contractors will be available on this webpage soon. To submit the application, you will need to provide the following documents along with proof of income level.
 

Required Application Documents

  • Photo ID (e.g., driver’s license, state ID, U.S. Passport)
  • Proof of ownership if you own the property (e.g., deed, tax record, homeowner’s insurance document)
  • Proof of renter status or residency if you rent the property (e.g., lease, renter’s insurance document, utility bill, government-issued document)
  • Proof of landlord permission if you rent the property (Landlord Authorization for Participation Form will be provided)
  • Proof of income if you apply for income-qualified rebates (see options below)

Households and multifamily buildings can demonstrate income levels in one of two ways:
 

Option 1: Show Your Household is Enrolled in an Approved Program

Provide a benefit letter (must be valid and not expired as of the date of application) that proves someone in your household is currently enrolled in one of the programs listed below. For multifamily buildings, documentation is required for at least 50% of the households in the building. Approved programs include:

For Households:

  • Low Income Home Energy Assistance Program (LEAP)
  • Medicaid
  • Supplemental Nutrition Assistance Program (SNAP)
  • Head Start
  • Lifeline Support for Affordable Communications (Lifeline)
  • Food Distribution Program on Indian Reservations (FDPIR)
  • National School Lunch Program – Free (NSLP)
  • Housing Improvement Program (HIP)
  • Supplemental Security Income (SSI)
  • Aid to the Blind (AB)
  • Aid to the Needy Disabled (AND)
  • Old Age Pension (OAP)

For Multifamily Buildings:

  • Public Housing - housing owned and operated by Public Housing Authorities (PHAs)
  • Privately owned multifamily buildings receiving project-based assistance (Section 8, Section 202, Section 811)
  • Privately owned multifamily buildings that house individuals receiving tenant-based assistance through the U.S. Department of Housing and Urban Development (HUD) or PHAs
  • Section 42 Low Income Housing Tax Credit (LIHTC)
  • Documented Land Use Restriction Agreement (LURA) or Deed Restriction that can clearly be compared to the AMI thresholds

Option 2: Provide Acceptable Documentation to Verify Household Income

Provide documentation of your household income from the past 12 months. For multifamily buildings, documentation is required for at least 50% of the households in the building. Acceptable documents include:

  • IRS Form 1040 – a copy of your tax return from the past 12 months
  • IRS Form W-2 - from the past 12 months
  • IRS Form 1099s - from the past 12 months
  • Paystubs or wage statements - two in a row from the past 2 months
  • Cash income records - bank statements or payment apps like Zelle or Cash App from the past 3 months
  • Unemployment benefits letter - must show you are currently receiving benefits
  • Military, pension, or retirement benefits letter - from the past 12 months and must show current enrollment
  • Supplemental Security Income (SSI) or Social Security Disability Insurance (SSDI) letter - from the past 12 months and must show current enrollment
  • Alimony letter - from the past 12 months and must show current enrollment
  • Worker's compensation benefits letter - from the past 12 months and must show current enrollment
